thanks for your request. We had discuss this topic in our german supportforum as well and have come to the conclusion that it will endanger the privacy of the users, if the admins can always see when they read wich topic.

If you as an admin have to say something important wich every user should read, we have created a new option lately. Go to your admin -> preferences -> security and scroll down to "define binding eligibility requirements". There you can define rules and decide, when the users have to accept them (with the next login, with the next creating content, with the next page view). You see then how many people saw it (because they have to accept it before they can do any other step in the board). You can edit or delete the messages after all of them read it, so you can be sure that everybody read the text you wanted them to read and delete it afterwards (you can define two texts/rules).
