Removal of administrative rights ...I'm not finding where to do this.

Admin → Users → bottom right side "Administrators" (here your admins are listed) → click on admin you want to remove → click on "delete administrator permissions".

Edit: removing the rights just take away his admin rights. You have to change his user group from admin to member (or any other group), too.
