I too am having this problem.
I have a member who is unable to upload his own avatar and the system will not allow me to upload one for him.
Size of the avatar doesn't matter either. I presized the avatar before attempting and the upload was still unsuccessful.

- what is "not working"? can you enter the chat and it is just not sending messages? Is it not visible? Is there an error message? What does it say?
When we click the Chat button, all we get is this:
We can enter, it is visible, just can't send messages and there is no error message, nor does it say anything else.

Go to Admin > Groups > Members
In the Post settings box you can set the number of links allowed by a member/poster - "Max. links referring to external websites"
You'll probably have to do this for your moderators as well.
